These new style tamper resistant receptacles are designed to keep small children safe by preventing foreign objects such as hairpins, keys or paperclips from being inserted in to electrical outlets. The special shutter design prevents anything from being inserted in to a single opening, while allowing a proper two-prong plug to be easily used.
Tamper resistant receptacles (also known as child safety outlets) are inexpensive and more effective than replacement wall plates, covers or shields as they are integrated in to the outlet and cannot be removed. Children have been known to actually remove and ingest old style outlet caps making them less than ideal.
These new style recepacles are required by NEC (USA) and CEC (Canadian) electrical codes for new construction, but they're also a neat an inexpensive replacement item for any existing home.
